地方自治体における公共政策と情報関係分析: 広報・広聴の情報評価を中心に Public policy and information relation analysis in local governments: Information evaluation of publicity and public hearing 80632827 山本, 竜太 行政広報の担当者に関する意識調査、広報誌分析、刺激実験の結果から、以下が指摘できる。議会や選挙の広報部門は区分、ルール、慣習に従い、課題も抱えながら積極的に対応している。平成の大合併という行政環境の変化が広報部門の意識に影響すること。広報誌のテキストには多様な情報提供をするが、広聴ルートの多様化には課題もあった。実験からネガティブな自治体情報に接触すると、財政や暮らしぶりに対する市民の政策認識も同方向へ変化することが明らかになった。 This study is based on surveys about administrative public relations (APR) divisions concerning their awareness as well as text analysis and results of stimulus experiments. The findings include active response of assembly/election PR departments to problems in accordance with classification, rules and customs, though they were not without problems. Also the study found effect of drastic change in administrative environment by the “Big Merger of Heisei” on the staff’s awareness. Although APR brochures provided a variety of information, diversifications of routes for public hearing showed some problems.
