過疎地域における行政主導型の住民参加実施によるコミュニティバス運行計画策定とその効果分析 Analysis of process for residents' participatory rural transport planning by initiative type of Government Yanagisawa, Tomoki Takayama, Junichi Nakayama, Shoichiro 柳澤, 友樹 90126590 高山, 純一 90334755 中山, 晶一朗 住民参加型のバス運営を成立させるためには，地域住民の主体的なバス運営への参加意識が強くあることが，重要であるが，すべての地域が必ずしもその条件を整えているわけではない．そのような場合には，行政が先導して，住民参加型の運営を行うことが必要となってくる．本研究では，住民の意識の低い地域において，行政主導型の住民参加実施によるバス運営を行い，それによるバス運営改善の可能性について検討を行った．その結果，直接的な運営参加の意識が低い地域において，行政主導により住民参加を行う場合であっても，地域住民のニーズに十分に応えたバスサービスの改善を行うことで，その効果を発現させる事が可能であることが明らかとなった．The residents' participatory bus management needs residents' self-direction. But almost people lacks it’s self-direction. so the leadership of administration is in need. In this paper, we verify the possibility of bus planning’s success by residents under the leadership of administration.
