| 内容記述 | 本研究では，経済連携協定（以下「EPA」）に基づく外国人看護師候補者（以下「EPA看護師候補者」）への学習支援を考えるにあたり， 現在の日本の医療現場における外国人医師， 外国人 看護師， 外国人准看護師の就労（以下「医療就労」）の現状を把握するものである。 外国人が日本で就労するためには， 在留資格が必要である。 そこで， まず，「出入国管理及び難民認定法」（以下「入管法」）で規定されている在留資格について述べ，そのうち， 医療就労に関係する在留資格「医療」と「特定活動」について現状を把握した。 その上で，外国人が医療就労をする場合について，外国人医師外国人看護師，外国人准看護師のそれぞれの免許取得方法や， 在留資格などについて述べた。 その結果， EPAに基づく看護師候補者は， 日本語力の点で他の医療職とは異なっていることが明らかとなった。 一般の外国人が日本で「医療」の在留資格で就労するためには， 日本での国家資格を取得する必要があり， その際 日本の中学校および高等学 校を卒業していない場合は，すべての職種において，日本語能力試験Nl合格が課せられている。 一方， EPA看護師候補者は， 入国の際の日本語力のみで 看護師国家試験受験時の日本語力は問われていない。 このことが， 看護師国家試験の合格率や就労現場で様々な影響を及ぽしている可能性がある。また， EPAの在留期間の延長や准看護師試験受験の機会が与えられたことにより， 3 年間で看護師資格が取得できなければ掃国を余俄なくされるというEPA締結当初の状況とは異なっていることが明らかとなった。 |

| 内容記述 | This study examined the working situation of foreign doctors, nurses, and auxiliary nurses to identify learning support methods for foreign nursing candidates sponsored through Economic Partnership Agreement (EPA). In order to work in Japan, non-Japanese nationals are required to obtain a visa. Therefore, I investigated the current status of visas prescribed by the "Immigration Control and Refugee Recognition Act," i.e., the Medical Services Visa and Designated Activities Visa. Furthermore, I described the individual licenses and visas required for foreign doctors, nurses, and auxiliary nurses. I found that nursing candidates sponsored through EPA were different from other medical workers in terms of Japanese language ability. In order for a non-national to engage in medical work in Japan, he or she must acquire specific qualifications. For instance, a person who has not graduated from a Japanese junior high school or high school is required to pass the NI level of the Japanese Language Proficiency Test (JLPT). Nursing candidates are required to take a Japanese language ability test before coming to Japan, but the same is not compulsory when taking the National Nursing Examination. This may have influence the pass rate of the examination, as well as the work status of foreign applicants. Moreover, the prolongation of the EPA period and which an EPA candidate is allowed to take the Auxiliary Nursing Examination has helped nursing candidates as compared to the previous terms of EPA that forced candidates to return to their country if they did not pass the examination within 3 years. |
