In this study, I focused on the revision of Japan's River Act conducted in 1997 as a case where environmental objectives were added in policy areas other than environmental policy. With reference to the literature on policy paradigm shift, the policy process of environmental policy integration was analyzed using public documents newly obtained by request for information disclosure. As a result, this study found that (1) there were two different policy ideas on the river environment, and (2) paradigmatic policy change did not occur, since the ideas promoted by the dominant actors were more consistent with the existing policy paradigm for the main purposes of flood control and water utilization., 環境政策統合の実現に際しては,ある政策領域における既存の政策目的と新たに追加される環境目的との調整過程が重要になる.本研究では,他の政策領域で環境目的が追加された事例として1997 年に行われた河川法改正に着目し,政策パラダイム転換に関する先行研究を手がかりとして,情報公開請求にて入手した公文書などにより環境政策統合の政策過程を分析した.その結果,(1)河川環境に関する2 つの異なるアイディアが存在したこと,(2)主要アクターが推進したアイディアは治水・利水を主目的とする既存政策パラダイムとより整合的なもので,政策パラダイム転換が生じていたとは言い難いことなどを明らかにした., Embargo Period 12 months, 人間社会研究域法学系}, pages = {1--15}, title = {環境政策統合の政策過程分析: 1997 年河川法改正を事例として}, volume = {11}, year = {2018} }
