This is a change from past activities on and near the lake. Most notably, there appear to be more people using motorboats to travel at high speeds upon the lake. As a result, greater attention has been given to consensus building among local people and the surrounding communities regarding the appropriate use of Lake Kahokugata. To that end, a conference was held recently in the area near the lake. In addition to the above, the influence of these new activities on civil society was analyzed. Unlike conventional conferences led by city administrators, this conference was characterized by the gathering of people of interest and the establishment of a forum for discussion. In this research, I analyzed the minutes of the conference and clarified the actual situation regarding the consensus building profess and its significance. As a result of this analysis of the conference's minutes, I found that a consensus was developing and some people were reacting positively.
