Peccei–Quinn symmetry forbids tree-level neutrino mass generation and its remnant Z2 symmetry guarantees dark matter stability. The neutrino masses are generated by one-loop effects as a result of the breaking of Peccei–Quinn symmetry through a nonrenormalizable interaction.
