Significant wave height data from NOWPHAS is used to make a model of wave history, then maximum wave height during each storm, duration of storm and the flow rate of wave overtopping at the maximum wave height are used as key factors and the time function is also introduced to reduce wave energy and flow rate of wave overtopping at the time retroactive from the moment of disaster occurrence.
