| 内容記述 | 3年に及ぶ本科研費研究を一定纏める必要がある。そこでは従来の研究と視野の異なる次の3点を中心に行うことにした。第1に、辺境地、特にシベリアと北カフカースの動向が所謂「ネップ」の導入に決定的役割を果たした。第2に、割当徴発から現物税への交替はそのやり方自体は従来と殆ど変更がなかった。第3に、21年の大飢饉がネップ導入後の政策実施過程を歪曲させ、この体制の成立過程に重要な影響を及ぼしたことを解明する。 この分析視角による考察で、次のことが明らかとなった。第1に、割当徴発の主要な対象地となったシベリアと北カフカースでは、割当徴発を継続するとのモスクワ中央の方針にもかかわらず、市場の展開によって自然発生的に割当徴発は停止された。このため、全ロシア的規模で現物税体制が構築されることになった。第2については、レーニンをはじめとする党指導部は現物税体制は割当徴発体制の延長で設定され、特に凶作の影響が深刻であったシベリアでは、まったく従前の強制的措置が継続された。実際、割当徴発制度と現物税制度での農産物徴収の方法を区別するのは難しい。第3に、ボリシェヴィキ指導部の想定を超えて、市場が全国的規模で展開した。これは従来は特に農民のこれまで抑圧されてきた「小ブル的心理」の発露の結果であると解釈されてきたが、それでは、当時共和国の殆ど全土を覆っていた飢饉(農民経営での余剰の欠如)の事実と完全に矛盾する。この現象は、飢餓民が食糧を求めて担ぎ屋となって全土に溢れだした結果にしかすぎず、通常の商業形態の復活とは区別されなければならない。要するに、飢饉の結果が、ネップ体制を生み出したのであり、その意味で、ネップ体制の成立は、政策理念的でなく、自然発生的である。 |

| 内容記述 | In Western and Soviet historiography traditionally the system of NEP is interpreted as a proper course to socialism. On the other hand, the Food Requisition system in War-communism is regarded as be obliged to be introduced by a civil war. However, in my opinion, these accounts are not true. We have proves to the contrary. Firstly, the system of NEP was initiated in the center of Russia immediately after the tenth congress of the Communist Party, but it was not considered to be introduced to the grain periphery such as North Caucasia and Siberia. However, soon after adoption of the decree of free trade, despite of the intention of the Bolshevik leaders there too it was actually impossible to carry out the Requisition system. This phenomenon was beyond their vision. Secondly, methods of collection of the food taxes in 1921 were all the same to War-communist measures especially in Siberia, where peasants were severely damaged by the famine. Thirdly, generally a development of free markets in spring of 1921 is considered to be facilitated by peasant's mentality. But, it is not true. Almost all the peasants who were badly damaged by crop failures in succession did not have goods for exchange. They were not merchants, but bagmen who traveled to seek for their own and their families. This dose not means a revival of free markets. Judging from mentioned above, the system of NEP was introduced not intentionally but spontaneously. | |||||
