| 内容記述 | 高齢者福祉サービスに関し、日本との対比でいくつかの特徴的な国の状況を検討した。日本では集権化システムから分権化・市場化・ネットワーク化システムへ変遷し、今日では多様化と格差がもたらされている。英米では、ブレア・クリントン路線で進められた「第三の道」について考察した。とりわけ,福祉最小限主義の根強いアメリカでの成否を巡り、福祉の状況について調査した。対するスウェーデンでは地方自治体の役割が大きい。スウェーデンの高齢者福祉制度は、高齢者のニーズの多様化の認識、それに応えるための分権化、制度のたえざるチェックとしての各レヴェルにおける点検評価、という3本の柱によって構成されており、それらの基底には、「人間の尊厳の尊重」と"mutual self help"という価値観がある。オランダにおいては、近年の社会改革が「オランダモデル」と呼ばれ着目されている。個人の自立性を第一として尊重し、地域社会をベースにした高齢者自身による高齢者のためのNPOが行政をリードし、先進的な試みも積極的に試行している。 日本においては地域の具体的事例として、金沢のコミュニティと善隣館との関係、鎌倉市民活動センターとNPOの関係を考察した。現代社会のさまざまなリスクに対応して、教育・労働・保健・医療・福祉などのコンフリクト処理機能が求められ、そのためには行政・企業・個人・地域社会ないし諸集団、の4者の協同が必要となる。また、金沢市内の4つの地域を選んで郵送調査を行い、住民の購買行動や定住志向、また地域福祉や環境問題への取組み形に注目して、インナーエリアと周辺部における住民の生活行動を分析し、地域構造の違いを明らかにした。 |

| 内容記述 | We examined the social service for the aged in some countries in comparison to the Japanese one. In Japan, the centralization system has been undergoing a process of decentralization; and in addition, marketing and network system, and diversity and difference are being introduced into the modern Japanese system. It has been taken under consideration both the cases of USA and UK, where "the third way" advanced in accordance with the Blear-Clinton Line. Especially, the situation of welfare systems was examined as to welfare minimalism. In Sweden, on the contrary, local government plays an important role in the social service for the aged. It consists of three points; namely, reorganization of various systems for the attention of aged people's needs, decentralization, and inspection and assessment of each level in the institutions, which are based on "respect for the dignity of man" and "mutual self help". In Holland, a social revolution in recent years called "Holland Model" is presently in the spotlight, which puts self-reliance as a prior issue, and makes a positive attempt at providing the leadership for the NPOs founded by the aged for the aged in the communities. For Japan, we considered the study cases in local areas which are representative of the relationship between communities and 'Zenrinkan' in Kanazawa city, and between the civil center and NPOs in Kamakura city. Capability of conflicts resolution in various fields such as education, labor, health, medical issues and welfare is needed against various risks in modern society. Therefore, collaboration of administration, companies, individuals, local societies and other groups is recognized as necessary. Moreover, we did a mail survey which includes the inner area and the peripheral area in Kanazawa city. We analyzed the dwellers' life action by focusing on their buying behavior, the intention of settlement, the characteristics of local welfare, and the environmental issues. The data provided evidence about the difference between the two areas regarding the community social structure. |
