| 内容記述 | 本研究は，金沢大学の教員とボランティア学生が，2009年から，小松市国際交流協 会および金沢国際交流財団等と連携して行っている外国につながる子どもたちへの学 習支援活動の10年をまとめるものである。小松市および金沢市における学習支援活動 は，外国につながる小中高校生を対象に，日本語で教科学習支援を行うもので，主に 高校進学・卒業を目標として掲げ，一部大学受験支援も行っている。10年の活動を通 じて，そして特に2019年4 月に施行される入管法の改正を受けて，外国につながる子 どもたちへの学習支援（日本語指導の徹底，学校における教科指導，高校入試の入試 特別措置や特別入学枠の導入，小中高校の在籍のありかたの弾力化等）が教育委員会・ 地域の学校によってより丁寧に行われる必要を痛感している。また，国レベルにおい ても「教育の義務化」を含め，家族を伴う長期滞在・定住を志向する外国を背景とする 市民のためのサポート体制を確立されることが望まれる。 |

| 内容記述 | In this research, the faculty and volunteer students of Kanazawa University have collaborated with the Komatsu International Association and the Kanazawa International Foundation since 2009, to compile 10 years of learning support activities for children with foreign backgrounds. The learning support activities in Komatsu City and Kanazawa City provide support in subjects for elementary, junior high and high school students, who have foreign backgrounds, as well as support for some university entrance examinations. Our slogan is "Let's enter and graduate a high school !". In response to the amendment of the Immigration Act（ Immigration Control and Refugee Recognition Act）, which will be enforced in April 2019, and especially through the 10-years of support activities for children with a foreign background （thorough study of Japanese language instruction, subject guidance in school, special admission measures for high school entrance examinations, introduction of special enrollment framework, flexibility of ways of enrolling in elementary and secondary school, etc.） are keenly aware of the need to be more carefully carried out by the Board of Education and the local schools. In addition, on a national level, it is hoped that the “compulsory education” will have a support system established for citizens with foreign backgrounds, especially for those intending on long-term stay and settlement accompanied by their families. |
