| 内容記述 | 一般労働市場への統合に困難をもつ人々への就労支援に関する各国の政策動向を調査研究した結果、以下の知見が得られた。①労働市場の景気動向に因らず一般労働市場への包摂が困難な人々に対しては、コーチングを含む寄り添い型の対人支援が各国において強化される傾向がみられた。②長期失業者には潜在的障害者が含まれるとの認識が広まり、労働市場包摂型社会的企業WISEを中心に、長期失業者・障害者に対する共通の支援体制がみられる。③障害者権利条約の批准や国際生活機能分類ICFの政策実装の進展により、これら当事者への就労支援は閉じた保護的就労から合理的配慮を伴った一般労働市場への包摂に移行する傾向がみられる。 | |||||

| 内容記述 | Our survey on the international trends of employment support for those who have difficulty at integrating into the general labor market has got the following findings. 1. There is a common trend to strengthen counseling and personal assistance, including coaching, for those who are difficult to include in the general labor market regardless of the improvement in labor market conditions. 2. It is widely understood that the long-term unemployed includes many handicapped persons with no disability status. So many “Work Including Social Enterprises” provide a common support system for long-term unemployed and persons with disabilities. 3. With the ratification of “Convention on the Rights of Persons with Disabilities” and the implementation of “International Classification of Functioning, Disability and Health”, employment support for these parties tends to shift from closed protective employment to inclusion in the general labor market accompanied by reasonable accommodation. | |||||
