| 内容記述 | 本研究は福祉国家の制度変化に関する政治的メカニズムの解明を目的に行ったものである。1980年代以降の日本の福祉政策（生活保護政策および医師数政策）の転換を事例として、分析を進め、以下のような知見を得ることができた。 変容期の福祉国家の政策変化は人気政策と不人気政策とでは異なる。人気政策では功績顕示が行われるが、不人気政策では非難回避政治が展開される。しかし双方の政策においても、政策変化をもたらすには認識的基盤の変化が不可避であり、したがって認識操作を伴う言説動員が鍵を握ることになる。それと同時に、言説動員を可能にする条件として唱導アクターの物質的基盤も重要な要素となりうることも分かった。 |

| 内容記述 | The object of this study is to examine the political mechanism of institutional change in the welfare state. Focusing institutional changes of the public assistance policy and the number of doctors policy in Japan since the 1980s, this study obtains the following findings. The policy change of the welfare state is different from the popular policy in the unpopular policy. On the one hand, credit-claiming is sought in the popular policy, on the other hand, blame-avoidance strategy is important in the unpopular policy in order to achieve the policy transformation. However, in both policies, the change of the cognitive foundation is inevitable, therefore the discursive mobilization strategy is important in the policy process. At the same time, the study finds that the material basis of the advocates is an important factor as the conditions that allow the discursive mobilization. |
