| 内容記述 | 自然災害を避けることはできないが、災害が生じてもその被害を最小に食い止めることは可能である。そのために求められる社会・地域の仕組みづくりを、過疎地域における生活を守るための様々な活動を手がかりに明らかにした。その仕組みづくりに重要な点は、生活・生業に即した日常的な共同関係の強化、住民参加による防災教育と防災体制の整備、国・自治体の責任による住み続ける権利の保障であることを明らかにした。 | |||||

| 内容記述 | We cannot avoid natural disaster, but the thing is possible to check the damage to a minimum even if a disaster occurs.We clarified social device to minimize a disaster and referred to the activity of the depopulated area on this occasion. The point clarified that it was the daily joint relations that it is tied to life, disaster prevention education and the maintenance of the disaster prevention system ,by the inhabitants participation, the security of the right that continued living by the responsibility of a country, the local government. |
