This paper presents a workflow system which treats atypical and ad-hoc task. The development of this system especially aims at applying to the documents\u0027 approval, which is one of important decision making tasks at public offices. The system has the feature that the system has been designed in conformity with the law to regulate the approval, and been implemented functions matched against conventional and flexible operations which are not regulated in the law.
