| 内容記述 | This paper studies about the adjustment of the land use control in the suburban area of adjacent cities between adopted different planning tools after city planning area reorganization caused by merger of municipalities. After analyzing the change of population and the development trend, process of the reorganization and policy of the land use control about Hakusan City, Nomi City and Komatsu City in Ishikawa Prefecture are clarified. In conclusion, land use control gaps are adjusted in a certain level by using Specific Usage Limitation Area and Development Ordinances, which is led by Prefecture government, and introduction of a new adjustment system is necessary, which could support wider area coordination by the Prefecture government. 本研究では、市町村合併に伴う都計区域の再編により隣接都市で線引きの方針が異なる事例を対象として、土地利用規制の格差是正に向けた調整や現行制度の課題及び広域的な土地利用規制の調整における都道府県の役割を考察し、今後の都計区域再編における知見を得ることを目的とした。具体的には、線引きの有無により生じる土地利用規制の格差を是正するため、石川県による広域的な調整のもと、線引き廃止を検討する都計区域では特定用途制限地域及び市開発条例による規制強化、線引き継続・拡大を検討する都計区域では34条11号、12号等による規制緩和により、実質的な土地利用規制の格差是正が図られた。一方、線引き廃止後の市開発条例における広域的な調整を担保する仕組みや、線引き継続・拡大後の各種規制緩和における集落の維持等の目的に限定した運用の必要性を論じたほか、土地利用規制の調整過程における都道府県の役割を法制度上で明確に位置づける重要性を指摘した。さらに、地方都市の田園部に散在する集落の維持・活性化を図るため、都市計画部局と農政部局及び集落住民による農村集落計画を提案した。 | |||||
